SRT ini & dll files

Where do these files go into the server setup or into the game setup used to connect to the server, as when I put the files into the server folder nothing happens, the only time that the game icon & the plug in control icons become active is when I start the game, not when I start the server, the game will be on another computer on the network, so should the files be in that setup & not in the server folders?
The Ip addresses for the servers should they be put in as a local Ip eg 192.168 etc or should they be on the external IP address given by the internet service provider?
I have tried it with running the game from my game computer connected through LAN but nothing happened with the SRT files installed, no game was detected, the only way is to run the game on the same computer as the server which seems strange to me, why does it need the game & the server to run on the same computer for detection, surely it should detect  & run with just the server running as that is what the anti cheat is for, to detect cheats on the server.

SRT client must be installed on the client side, not on server.
SRT client control the computer of player directly on player computer. Server side not be installed anything.

absolutely external and public IP. In the world exist billion of 192.168.0.1 cause this is a local ip. SRT need to know the public ip or the ip who each user use to connect to your server.
